Su vinculación al Ayuntamiento y a la actividad empresarial le otorgaron una gran popularidad en el municipio. Nació en el barrio satauteño de Las Goteras, limítrofe con Telde, el 6 de octubre de 1944. Hijo de Pedro Vega y de Felisa Santana, dos modestos trabajadores del campo que fundaron una familia muy humilde procedentes de La Culata, en el barrio satauteño de La Atalaya. Comenzó a trabajar desde niño y apenas tuvo posibilidades de ir a la escuela donde pudo aprender los rudimentos de la escritura y la lectura, comenzando a trabajar desde muy joven realizando todo tipo de tareas, desde freganchín hasta convertirse en un empresario de éxito en el sector de la restauración.
La vida de Carmelo Vega está ligada al profundo cambio vivido por el municipio en las últimas décadas. Vega fue el primer alcalde en lograr diez concejales de 17 que conforman la Corporación, en las elecciones de 1987. Asimismo, es el alcalde que más veces ha repetido en el cargo desde la instauración de las elecciones democráticas, aunque llegó al cargo por primera vez mediante una moción de censura a Viera, en 1986, en un pacto que establecía por primera vez una alcaldía compartida (se le llamó ‘time sharing’). Asimismo, fue el primer alcalde en incorporar concejalas a la acción de gobierno, como fue el caso de Gloria Déniz y Adela Sánchez en 1987.
Durante sus mandatos se realizaron el Centro de Salud y el Complejo Deportivo, cuyos terrenos había comprado el anterior alcalde, Manuel Galindo.
